Adrienne Mouton-Henderson

Adrienne Mouton-Henderson is an Assistant People's Counsel with the Washington, DC Office of the People's Counsel. She is the attorney in the office who specializes in DER, energy efficiency and sustainability matters and is a member of the litigation section. Adrienne is the Office's lead counsel on several proceedings that advance the District's ambitious energy reduction goals before the DC PSC on behalf of DC rate payers, including Modernizing the Energy Delivery System for Increased Sustainability (MEDSIS), TCJA proceeding with Washington Gas, Pepco's Electric Vehicle proposal and rulemakings/ working groups on net metering, electric generation, energy efficiency and energy conservation programs. She also served as the Intern Coordinator for the Office's summer law clerk program. Adrienne also led and coordinated the development of a solar guide for the Office titled, A DC Consumer's Guide to Going Solar with the assistance of CESA.

Prior to her tenure with DC OPC, Adrienne was a Staff Attorney with the Louisiana Public Service Commission, where she handled utility cases regarding gas, electric, water and telecommunications matters. Before making her transition to the niche market of regulated utilities, Adrienne was a civil litigator in private practice handling domestic and real property issues. In her spare time, Adrienne enjoys volunteering throughout the DC metro area via Junior League of Washington, as well as attending spin class, running 5Ks, and spending time with her husband and kids.
